Hey, I really like this. I think covert contracts or confusing expectations for agreements is such a problem in performance management. In fact, I'd go so far as to say the biggest issue with performance management is that performance isn't designed in the first place.

"In addition to clearly stating the goals and timeline, if there are consequences connected to successfully or unsuccessfully completing the Plan, they should be explicitly stated and not left unsaid or presumed." This is bang on.
